  59. Kennedy Space Center ground crews continue to examine the 
  60. Columbia's main propulsion system.  Technicians gained access to 
  61. the orbiter's aft compartment early this morning on Pad 39-A.  
  62. Following completion of the liquid hydrogen leak checks, a repair 
  63. schedule will be developed.  Shuttle launch director Robert Sieck 
  64. said, "the middle of next week would probably be the ealiest we 
  65. would consider a launch attempt" of STS/35 and the Astro-1.

  69. General Dynamics reports an Atlas-Centaur rocket was damaged at 
  70. the Cape Canaveral Air Force launch pad Wednesday.  Early 
  71. indications are a high-pressure helium line failed during a 
  72. routine fueling test, causing two small holes in the interstage 
  73. adaptor.  Managers will investigate the data to determine if 
  74. there is an impact on the launch of the Combined Release and 
  75. Radiation Effects Satellite scheduled for June 23.

  79. General Electric and COMSAT Laboratories plan to loan two ground 
  80. terminals to schools, according to Space Fax Daily.  The earth 
  81. stations will be available to educators for use with an Advanced 
  82. Communications Technology spacecraft.  Scheduled for launch in 
  83. May of 1992, the ACTS program will explore incorporating advanced 
  84. technologies into future communications systems.

  88. Aerospace Daily said a multi-national Helios photoreconniassance 
  89. satellite is scheduled for launch in late 1993.  The contract 
  90. with the French Space Agency includes a partnership with Italy 
  91. and Spain.  Each will install its own receiving station and image 
  92. processing facilities.

  95. An exchange between Honeywell, Northwest Airlines and the Soviets 
  96. could lead to a worldwide standard of airline navigation, 
  97. according to a PR Newswire via NewsNet.  Combining the Soviet and 
  98. the U.S. positioning systems could enhance safety and accuracy.  
  99. The five-year agreement will make Northwest the first Western 
  100. airline to test-fly GLONASS in March 1991.  Honeywell will be the 
  101. first U.S. company to develop the Soviet system for commercial 
  102. use.

  154. Kennedy Space Center ground crews are working around the clock to 
  155. check the fuel leak in the orbiter Columbia's main propulsion 
  156. system.  Preliminary visual inspections of the 17-inch disconnect 
  157. area to isolate the leak did not identify the problem.  Although 
  158. the first low pressure leak checks were performed with the valve 
  159. open, no leaks were detected.  Technicians will be draining the 
  160. on-board tanks of propellants and the payload bay doors will be 
  161. opened to allow workers access to service the Astro-1 payload.

  165. Administrator Richard Truly yesterday announced that NASA has 
  166. launched an Outreach Program.  The goal is to explore new and 
  167. innovative ideas, systems and technologies as well as alternate 
  168. architectures to carry out the nation's Space Exploration 
  169. Initiative.  Former astronaut U.S.A.F. Lt. General Thomas 
  170. Stafford will lead a three-pronged approach to search for 
  171. technologies to construct missions to the moon and Mars.

  175. The Soviet Kristall module, which is scheduled to dock with the 
  176. Mir on June 6, will become a permanent fixture to the orbiting 
  177. station.  According to Space Fax Daily, it has a special docking 
  178. port designed to accommodate the Soviet Union's Buran Space 
  179. Shuttle.  The orbiter is scheduled to fly to the space station 
  180. sometime next year.

  183. The People's Republic of China plans to build a satellite 
  184. communication network for Burma, according to Via Satellite.  
  185. China will be providing the country with a satellite receiving 
  186. and broadcasting system worth $16.52 million by late November.

  190. According to a PR Newswire report, Arianespace announced that it 
  191. has signed a contract with the French Space Agency to launch the 
  192. Helios, a military Earth observation satellite.  Helios will be 
  193. jointly developed with Italy and Spain.  It will be launched into 
  194. a sun-synchronous orbit in 1993.

  198. In 1996, the Japanese plan to explore the moon.  Japan's 
  199. Institute of Space and Astronautical Science next month is 
  200. expected to propose a $100 million mission to explore the moon 
  201. with probes that would penetrate the lunar soil.

  255. NASA ADMINISTRATOR ANNOUNCES EXPLORATION OUTREACH PROGRAM

  257.      NASA Administrator Richard H. Truly today announced that 
  258. NASA has launched an Outreach Program to seek new and innovative 
  259. ideas, systems and technologies to carry out the nation's Space 
  260. Exploration Initiative (SEI).  The Outreach Program is in 
  261. response to Vice President Quayle's request to "cast the nets 
  262. widely" for new approaches.
  263.  
  264.      Truly today also announced the appointment of former 
  265. astronaut Lt. Gen. Thomas P. Stafford, USAF (Retired), as 
  266. Chairman of the Synthesis Group, which will play a key role in 
  267. the Outreach Program.  This group will study innovative ideas and 
  268. recommend two or more significantly different alternative 
  269. architectures, as well as technology priorities and early 
  270. milestones.  The group will report to Truly.
  271.  
  272.      The Outreach Program seeks approaches to mission and system 
  273. concepts; and innovative, high leverage technologies that could 
  274. significantly affect cost, schedule and performance for SEI, 
  275. which sets the future course of the U.S. civil space program.
  276.  
  277.      President Bush announced the SEI on July 20, 1989, the 20th 
  278. anniversary of the Apollo 11 lunar landing.  At that time, he 
  279. proposed a long-term continuing commitment to complete Space 
  280. Station Freedom; return permanently to the Moon; and send a 
  281. manned expedition to Mars.  On May 11, 1990, in a speech at Texas 
  282. A&I University, President Bush declared that before the 50th 
  283. anniversary of the Apollo 11 lunar landing (2019), "the American 
  284. flag should be planted on Mars."
  285.  
  286.      Truly said the SEI outreach program is "solid and thorough" 
  287. and "will leave no stone unturned to reach out to the very best 
  288. and brightest in our nation."  To gather information, concepts 
  289. and data from the most creative minds in government, industry, 
  290. academia and elsewhere, Truly said the program takes a three 
  291. pronged approach.  This consists of direct solicitation of ideas; 
  292. a review of Federally sponsored research; and a study by the 
  293. American Institute of Aeronautics and Astronautics (AIAA).
  294.  
  295.      The solicitation effort will include a letter from Truly to 
  296. organizations that can provide the highest leverage, such as 
  297. universities, professional societies, associations and others. It 
  298. also will include an announcement in Commerce Business Daily, 
  299. which reaches aerospace and non-aerospace industries and others. 
  300.  
  301.      The Rand Corporation will conduct an initial screening and 
  302. assessment of submissions and report to an external Synthesis 
  303. Group to be composed of government and non-government 
  304. individuals.  The Synthesis Group will report directly to the 
  305. NASA Administrator.  This group also will receive inputs from the 
  306. Department of Defense, the Department of Energy and other 
  307. organizations. The results of this activity will also be made 
  308. available to the National Research Council for review.

  310.      The AIAA study is already underway.  Its purpose is to 
  311. solicit and assess innovative approaches to SEI from AIAA's 
  312. 40,000-person membership and technical working groups.  Reports 
  313. will be coordinated at a conference and workshop to be sponsored 
  314. by AIAA in September 1990.

  330. I have heard that the Soviets will unveil a Lh2 powered upper stage for 
  331. the Proton next year. Perhaps that combination might be able to 
  332. out-perform the shuttle/IUS combination that will be used for Ulysses.
